国際連盟(こくさいれんめい)は、アメリカ合衆国大統領ウィルソンの提唱により、「ヴェルサイユ条約」に基づいて、1920年(大正9)1月10日に、設立された史上初の国際平和機構です。本部をスイスのジュネーブに置き、国際協力の促進と平和確保を目的とし、総会・理事会・事務局などを主要機関としましたが、最高機関は全加盟国で構成される総会で、手続事項を除き全会一致を原則としました。
理事会は、4常任理事国(日本、英国、フランス、イタリア、のちドイツ、ソ連が加わる)と総会選出の4非常任理事国(のち9ヶ国)で構成され、重要事項について特別権限を持っています。加盟国は創設時42ヶ国(提唱国のアメリカは未加盟)で、1934年(昭和9)には58ヶ国に達したものの、1933年(昭和8)に日本、1937年(昭和12)にドイツとイタリの脱退、1939年(昭和14)にソ連の除名などがあり、規約違反国に対する制裁規定の不備もあって政治的問題の処理には無力となりました。

THE COVENANT OF THE LEAGUE OF NATIONS
June 28, 1919
THE HIGH CONTRACTING PARTIES,
In order to promote international co-operation and to achieve international peace and security
by the acceptance of obligations not to resort to war,
by the prescription of open, just and honourable relations between nations,
by the firm establishment of the understandings of international law as the actual rule of conduct among Governments, and
by the maintenance of justice and a scrupulous respect for all treaty obligations in the dealings of organised peoples with one another,
Agree to this Covenant of the League of Nations.
ARTICLE 1.
The original Members of the League of Nations shall be those of the Signatories which are named in the Annex to this Covenant and also such of those other States named in the Annex as shall accede without reservation to this Covenant. Such accession shall be effected by a Declaration deposited with the Secretariat within two months of the coming into force of the Covenant. Notice thereof shall be sent to all other Members of the League.
Any fully self-governing State, Dominion or Colony not named in the Annex may become a Member of the League if its admission is agreed to by two-thirds of the Assembly, provided that it shall give effective guarantees of its sincere intention to observe its international obligations, and shall accept such regulations as may be prescribed by the League in regard to its military, naval and air forces and armaments.
Any Member of the League may, after two years' notice of its intention so to do, withdraw from the League, provided that all its international obligations and all its obligations under this Covenant shall have been fulfilled at the time of its withdrawal.
ARTICLE 2.
The action of the League under this Covenant shall be effected through the instrumentality of an Assembly and of a Council, with a permanent Secretariat.
ARTICLE 3.
The Assembly shall consist of Representatives of the Members of the League.
The Assembly shall meet at stated intervals and from time to time as occasion may require at the Seat of the League or at such other place as may be decided upon.
The Assembly may deal at its meetings with any matter within the sphere of action of the League or affecting the peace of the world. At meetings of the Assembly each Member of the League shall have one vote, and may have not more than three Representatives.
ARTICLE 4.
The Council shall consist of Representatives of the Principal Allied and Associated Powers, together with Representatives of four other Members of the League. These four Members of the League shall be selected by the Assembly from time to time in its discretion. Until the appointment of the Representatives of the four Members of the League first selected by the Assembly, Representatives of Belgium, Brazil, Spain and Greece shall be members of the Council.
With the approval of the majority of the Assembly, the Council may name additional Members of the League whose Representatives shall always be members of the Council; the Council, with like approval may increase the number of Members of the League to be selected by the Assembly for representation on the Council.
The Council shall meet from time to time as occasion may require, and at least once a year, at the Seat of the League, or at such other place as may be decided upon.
The Council may deal at its meetings with any matter within the sphere of action of the League or affecting the peace of the world.
Any Member of the League not represented on the Council shall be invited to send a Representative to sit as a member at any meeting of the Council during the consideration of matters specially affecting the interests of that Member of the League.
At meetings of the Council, each Member of the League represented on the Council shall have one vote, and may have not more than one Representative.
ARTICLE 5.
Except where otherwise expressly provided in this Covenant or by the terms of the present Treaty, decisions at any meeting of the Assembly or of the Council shall require the agreement of all the Members of the League represented at the meeting.
All matters of procedure at meetings of the Assembly or of the Council, including the appointment of Committees to investigate particular matters, shall be regulated by the Assembly or by the Council and may be decided by a majority of the Members of the League represented at the meeting.
The first meeting of the Assembly and the first meeting of the Council shall be summoned by the President of the United States of America.
ARTICLE 6.
The permanent Secretariat shall be established at the Seat of the League. The Secretariat shall comprise a Secretary General and such secretaries and staff as may be required.
The first Secretary General shall be the person named in the Annex; thereafter the Secretary General shall be appointed by the Council with the approval of the majority of the Assembly.
The secretaries and staff of the Secretariat shall be appointed by the Secretary General with the approval of the Council.
The Secretary General shall act in that capacity at all meetings of the Assembly and of the Council.
The expenses of the League shall be borne by the Members of the League in the proportion decided by the Assembly.
ARTICLE 7.
The Seat of the League is established at Geneva.
The Council may at any time decide that the Seat of the League shall be established elsewhere.
All positions under or in connection with the League, including the Secretariat, shall be open equally to men and women.
Representatives of the Members of the League and officials of the League when engaged on the business of the League shall enjoy diplomatic privileges and immunities.
The buildings and other property occupied by the League or its officials or by Representatives attending its meetings shall be inviolable.
ARTICLE 8.
The Members of the League recognise that the maintenance of peace requires the reduction of national armaments to the lowest point consistent with national safety and the enforcement by common action of international obligations.
The Council, taking account of the geographical situation and circumstances of each State, shall formulate plans for such reduction for the consideration and action of the several Governments.
Such plans shall be subject to reconsideration and revision at least every ten years.
After these plans shall have been adopted by the several Governments, the limits of armaments therein fixed shall not be exceeded without the concurrence of the Council.
The Members of the League agree that the manufacture by private enterprise of munitions and implements of war is open to grave objections. The Council shall advise how the evil effects attendant upon such manufacture can be prevented, due regard being had to the necessities of those Members of the League which are not able to manufacture the munitions and implements of war necessary for their safety.
The Members of the League undertake to interchange full and frank information as to the scale of their armaments, their military, naval and air programmes and the condition of such of their industries as are adaptable to war-like purposes.
ARTICLE 9.
A permanent Commission shall be constituted to advise the Council on the execution of the provisions of Articles 1 and 8 and on military, naval and air questions generally.
ARTICLE 10.
The Members of the League undertake to respect and preserve as against external aggression the territorial integrity and existing political independence of all Members of the League. In case of any such aggression or in case of any threat or danger of such aggression the Council shall advise upon the means by which this obligation shall be fulfilled.
ARTICLE 11.
Any war or threat of war, whether immediately affecting any of the Members of the League or not, is hereby declared a matter of concern to the whole League, and the League shall take any action that may be deemed wise and effectual to safeguard the peace of nations. In case any such emergency should arise the Secretary General shall on the request of any Member of the League forthwith summon a meeting of the Council.
It is also declared to be the friendly right of each Member of the League to bring to the attention of the Assembly or of the Council any circumstance whatever affecting international relations which threatens to disturb international peace or the good understanding between nations upon which peace depends.
ARTICLE 12.
The Members of the League agree that, if there should arise between them any dispute likely to lead to a rupture they will submit the matter either to arbitration or judicial settlement or to enquiry by the Council, and they agree in no case to resort to war until three months after the award by the arbitrators or the judicial decision, or the report by the Council. In any case under this Article the award of the arbitrators or the judicial decision shall be made within a reasonable time, and the report of the Council shall be made within six months after the submission of the dispute.
ARTICLE 13.
The Members of the League agree that whenever any dispute shall arise between them which they recognise to be suitable for submission to arbitration or judicial settlement and which cannot be satisfactorily settled by diplomacy, they will submit the whole subject-matter to arbitration or judicial settlement.
Disputes as to the interpretation of a treaty, as to any question of international law, as to the existence of any fact which if established would constitute a breach of any international obligation, or as to the extent and nature of the reparation to be made for any such breach, are declared to be among those which are generally suitable for submission to arbitration or judicial settlement.
For the consideration of any such dispute, the court to which the case is referred shall be the Permanent Court of International Justice, established in accordance with Article 14, or any tribunal agreed on by the parties to the dispute or stipulated in any convention existing between them.
The Members of the League agree that they will carry out in full good faith any award or decision that may be rendered, and that they will not resort to war against a Member of the League which complies therewith. In the event of any failure to carry out such an award or decision, the Council shall propose what steps should be taken to give effect thereto.
ARTICLE 14.
The Council shall formulate and submit to the Members of the League for adoption plans for the establishment of a Permanent Court of International Justice. The Court shall be competent to hear and determine any dispute of an international character which the parties thereto submit to it. The Court may also give an advisory opinion upon any dispute or question referred to it by the Council or by the Assembly.
ARTICLE 15.
If there should arise between Members of the League any dispute likely to lead to a rupture, which is not submitted to arbitration or judicial settlement in accordance with Article 13, the Members of the League agree that they will submit the matter to the Council. Any party to the dispute may effect such submission by giving notice of the existence of the dispute to the Secretary General, who will make all necessary arrangements for a full investigation and consideration thereof.
For this purpose the parties to the dispute will communicate to the Secretary General, as promptly as possible, statements of their case with all the relevant facts and papers, and the Council may forthwith direct the publication thereof.
The Council shall endeavour to effect a settlement of the dispute, and if such efforts are successful, a statement shall be made public giving such facts and explanations regarding the dispute and the terms of settlement thereof as the Council may deem appropriate.
If the dispute is not thus settled, the Council either unanimously or by a majority vote shall make and publish a report containing a statement of the facts of the dispute and the recommendations which are deemed just and proper in regard thereto.
Any Member of the League represented on the Council may make public a statement of the facts of the dispute and of its conclusions regarding the same.
If a report by the Council is unanimously agreed to by the members thereof other than the Representatives of one or more of the parties to the dispute, the Members of the League agree that they will not go to war with any party to the dispute which complies with the recommendations of the report.
If the Council fails to reach a report which is unanimously agreed to by the members thereof, other than the Representatives of one or more of the parties to the dispute, the Members of the League reserve to themselves the right to take such action as they shall consider necessary for the maintenance of right and justice.
If the dispute between the parties is claimed by one of them, and is found by the Council, to arise out of a matter which by international law is solely within the domestic jurisdiction of that party, the Council shall so report, and shall make no recommendation as to its settlement.
The Council may in any case under this Article refer the dispute to the Assembly. The dispute shall be so referred at the request of either party to the dispute, provided that such request be made within fourteen days after the submission of the dispute to the Council.
In any case referred to the Assembly, all the provisions of this Article and of Article 12 relating to the action and powers of the Council shall apply to the action and powers of the Assembly, provided that a report made by the Assembly, if concurred in by the Representatives of those Members of the League represented on the Council and of a majority of the other Members of the League, exclusive in each case of the Representatives of the parties to the dispute, shall have the same force as a report by the Council concurred in by all the members thereof other than the Representatives of one or more of the parties to the dispute.
ARTICLE 16.
Should any Member of the League resort to war in disregard of its covenants under Articles 12, 13 or 15, it shall ipso facto be deemed to have committed an act of war against all other Members of the League, which hereby undertake immediately to subject it to the severance of all trade or financial relations, the prohibition of all intercourse between their nationals and the nationals of the covenant-breaking State, and the prevention of all financial, commercial or personal intercourse between the nationals of the covenant-breaking State and the nationals of any other State, whether a Member of the League or not.
It shall be the duty of the Council in such case to recommend to the several Governments concerned what effective military, naval or air force the Members of the League shall severally contribute to the armed forces to be used to protect the covenants of the League.
The Members of the League agree, further, that they will mutually support one another in the financial and economic measures which are taken under this Article, in order to minimise the loss and inconvenience resulting from the above measures, and that they will mutually support one another in resisting any special measures aimed at one of their number by the covenant-breaking State, and that they will take the necessary steps to afford passage through their territory to the forces of any of the Members of the League which are co-operating to protect the covenants of the League.
Any Member of the League which has violated any covenant of the League may be declared to be no longer a Member of the League by a vote of the Council concurred in by the Representatives of all the other Members of the League represented thereon.
ARTICLE 17.
In the event of a dispute between a Member of the League and a State which is not a Member of the League, or between States not Members of the League, the State or States not Members of the League shall be invited to accept the obligations of membership in the League for the purposes of such dispute, upon such conditions as the Council may deem just. If such invitation is accepted, the provisions of Articles 12 to 16 inclusive shall be applied with such modifications as may be deemed necessary by the Council.
Upon such invitation being given the Council shall immediately institute an inquiry into the circumstances of the dispute and recommend such action as may seem best and most effectual in the circumstances.
If a State so invited shall refuse to accept the obligations of membership in the League for the purposes of such dispute, and shall resort to war against a Member of the League, the provisions of Article 16 shall be applicable as against the State taking such action.
If both parties to the dispute when so invited refuse to accept the obligations of membership in the League for the purposes of such dispute, the Council may take such measures and make such recommendations as will prevent hostilities and will result in the settlement of the dispute.
ARTICLE 18.
Every treaty or international engagement entered into hereafter by any Member of the League shall be forthwith registered with the Secretariat and shall as soon as possible be published by it. No such treaty or international engagement shall be binding until so registered.
ARTICLE 19.
The Assembly may from time to time advise the reconsideration by Members of the League of treaties which have become inapplicable and the consideration of international conditions whose continuance might endanger the peace of the world.
ARTICLE 20.
The Members of the League severally agree that this Covenant is accepted as abrogating all obligations or understandings inter se which are inconsistent with the terms thereof, and solemnly undertake that they will not hereafter enter into any engagements inconsistent with the terms thereof.
In case any Member of the League shall, before becoming a Member of the League, have undertaken any obligations inconsistent with the terms of this Covenant, it shall be the duty of such Member to take immediate steps to procure its release from such obligations.
ARTICLE 21.
Nothing in this Covenant shall be deemed to affect the validity of international engagements, such as treaties of arbitration or regional understandings like the Monroe doctrine, for securing the maintenance of peace.
ARTICLE 22.
To those colonies and territories which as a consequence of the late war have ceased to be under the sovereignty of the States which formerly governed them and which are inhabited by peoples not yet able to stand by themselves under the strenuous conditions of the modern world, there should be applied the principle that the well-being and development of such peoples form a sacred trust of civilisation and that securities for the performance of this trust should be embodied in this Covenant.
The best method of giving practical effect to this principle is that the tutelage of such peoples should be entrusted to advanced nations who by reason of their resources, their experience or their geographical position can best undertake this responsibility, and who are willing to accept it, and that this tutelage should be exercised by them as Mandatories on behalf of the League.
The character of the mandate must differ according to the stage of the development of the people, the geographical situation of the territory, its economic conditions and other similar circumstances.
Certain communities formerly belonging to the Turkish Empire have reached a stage of development where their existence as independent nations can be provisionally recognized subject to the rendering of administrative advice and assistance by a Mandatory until such time as they are able to stand alone. The wishes of these communities must be a principal consideration in the selection of the Mandatory.
Other peoples, especially those of Central Africa, are at such a stage that the Mandatory must be responsible for the administration of the territory under conditions which will guarantee freedom of conscience and religion, subject only to the maintenance of public order and morals, the prohibition of abuses such as the slave trade, the arms traffic and the liquor traffic, and the prevention of the establishment of fortifications or military and naval bases and of military training of the natives for other than police purposes and the defence of territory, and will also secure equal opportunities for the trade and commerce of other Members of the League.
There are territories, such as South-West Africa and certain of the South Pacific Islands, which, owing to the sparseness of their population, or their small size, or their remoteness from the centres of civilisation, or their geographical contiguity to the territory of the Mandatory, and other circumstances, can be best administered under the laws of the Mandatory as integral portions of its territory, subject to the safeguards above mentioned in the interests of the indigenous population.
In every case of mandate, the Mandatory shall render to the Council an annual report in reference to the territory committed to its charge.
The degree of authority, control, or administration to be exercised by the Mandatory shall, if not previously agreed upon by the Members of the League, be explicitly defined in each case by the Council.
A permanent Commission shall be constituted to receive and examine the annual reports of the Mandatories and to advise the Council on all matters relating to the observance of the mandates.
ARTICLE 23.
Subject to and in accordance with the provisions of international conventions existing or hereafter to be agreed upon, the Members of the League:
(a) will endeavour to secure and maintain fair and humane conditions of labour for men, women, and children, both in their own countries and in all countries to which their commercial and industrial relations extend, and for that purpose will establish and maintain the necessary international organisations;
(b) undertake to secure just treatment of the native inhabitants of territories under their control;
(c) will entrust the League with the general supervision over the execution of agreements with regard to the traffic in women and children, and the traffic in opium and other dangerous drugs;
(d) will entrust the League with the general supervision of the trade in arms and ammunition with the countries in which the control of this traffic is necessary in the common interest;
(e) will make provision to secure and maintain freedom of communications and of transit and equitable treatment for the commerce of all Members of the League. In this connection, the special necessities of the regions devastated during the war of 1914-1918 shall be borne in mind;
(f) will endeavour to take steps in matters of international concern for the prevention and control of disease.
ARTICLE 24.
There shall be placed under the direction of the League all international bureaux already established by general treaties if the parties to such treaties consent. All such international bureaux and all commissions for the regulation of matters of international interest hereafter constituted shall be placed under the direction of the League.
In all matters of international interest which are regulated by general convention but which are not placed under the control of international bureaux or commissions, the Secretariat of the League shall, subject to the consent of the Council and if desired by the parties, collect and distribute all relevant information and shall render any other assistance which may be necessary or desirable.
The Council may include as part of the expenses of the Secretariat the expenses of any bureau or commission which is placed under the direction of the League.
ARTICLE 25.
The Members of the League agree to encourage and promote the establishment and co-operation of duly authorised voluntary national Red Cross organisations having as purposes the improvement of health, the prevention of disease and the mitigation of suffering throughout the world.
ARTICLE 26.
Amendments to this Covenant will take effect when ratified by the Members of the League whose Representatives compose the Council and by a majority of the Members of the League whose Representatives compose the Assembly.
No such amendments shall bind any Member of the League which signifies its dissent therefrom, but in that case it shall cease to be a Member of the League.

締約国ハ
戦争ニ訴ヘサルノ義務ヲ受諾シ、
各国間ニ於ケル公明正大ナル関係ヲ規律シ、
各国政府間ノ行為ヲ律スル現実ノ規準トシテ国際法ノ原則ヲ確立シ、
組織アル人民ノ相互ノ交渉ニ於テ正義ヲ保持シ且厳ニ一切ノ条約上ノ義務ヲ尊重シ、
以テ国際協力ヲ促進シ、且各国間ノ平和安寧ヲ完成セムカ為、
茲ニ国際聯盟規約ヲ協定ス。
第一条〔加盟及び脱退〕
一 本規約附属書列記ノ署名国及留保ナクシテ本規約ニ加盟スル該附属書列記ノ爾余諸国ヲ以テ、国際聯盟ノ原聯盟国トス。右加盟ハ、本規約実施後二月以内ニ宣言書ヲ聯盟事務局二寄託シテ之ヲ為スヘシ。右ニ関シテハ、一切ノ他ノ聯盟国ニ通告スヘキモノトス。
二 附属書ニ列記セサル国、領地又ハ殖民地ニシテ完全ナル自治ヲ有スルモノハ、其ノ加入ニ付、聯盟総会三分ノ二ノ同意ヲ得ルニ於テハ、総テ聯盟国ト為ルコトヲ得。但シ其ノ国際義務遵守ノ誠意アルコトニ付有効ナル保障ヲ与ヘ、且其ノ陸海及空軍ノ兵力其ノ他ノ軍備ニ関シ聯盟ノ定ムルコトアルヘキ準則ヲ受諾スルコトヲ要ス。
三 聯盟国ハ、二年ノ予告ヲ以テ聯盟ヲ脱退スルコトヲ得。但シ脱退ノ時ニ其ノ一切ノ国際上及本規約上ノ義務ハ履行セラレタルコトヲ要ス。
第二条〔機関〕
本規約ニ依ル聯盟ノ行動ハ、聯盟総会及聯盟理事会並附属ノ常設聯盟事務局ニ依リテ之ヲ為スヘキモノトス。
第三条〔連盟総会〕
一 聯盟総会ハ、聯盟国ノ代表者ヲ以テ之ヲ組織ス。
二 聯盟総会ハ、聯盟本部所在地又ハ別ニ定ムルコトアルヘキ地ニ於テ定期ニ及必要ニ応シ随時ニ之ヲ開ク。
三 聯盟総会ハ、聯盟ノ行動範囲ニ属シ又ハ世界ノ平和ニ影響スル一切ノ事項ヲ其ノ会議ニ於テ処理ス。
四 聯盟国ハ、聯盟総会ノ会議ニ於テ各一箇ノ表決権ヲ有スヘク、且三名ヲ超エサル代表者ヲ出スコトヲ得。
第四条〔連盟理事会〕
一 聯盟理事会ハ、主タル同盟及聯合国ノ代表者並他ノ四聯盟国ノ代表者ヲ以テ之ヲ組織ス。該四聯盟国ハ、聯盟総会其ノ裁量ニ依リ随時之ヲ選定ス。聯盟総会カ第一次ニ選定スル四聯盟国ニ於テ其ノ代表者ヲ任命スル迄ハ、ベルギー国、ブラジル国、スペイン国及ギリシア国ノ代表者ヲ以テ聯盟理事会員トス。
二 聯盟理事会ハ、聯盟総会ノ過半数ノ同意アルトキハ、聯盟理事会ニ常ニ代表者ヲ出スヘキ聯盟国ヲ追加指定スルコトヲ得。聯盟理事会ハ、同会ニ代表セシムル為、聯盟総会ノ選定スヘキ聯盟国ノ数ヲ前同様ノ同意ヲ以テ増加スルコトヲ得。
二ノ二 聯盟総会ハ、聯盟理事会非常任代表国ノ選挙ニ関スル規則特ニ其ノ任期及再選ノ条件ニ関スル規則ヲ三分ノ二ノ多数ニ依リ定ムヘシ。
三 聯盟理事会ハ、聯盟本部所在地又ハ別ニ定ムルコトアルヘキ地ニ於テ必要ニ応シ随時ニ且少クトモ毎年一回之ヲ開ク。
四 聯盟理事会ハ、聯盟ノ行動範囲ニ属シ又ハ世界ノ平和ニ影響スル一切ノ事項ヲ其ノ会議ニ於テ処理ス。
五 聯盟理事会ニ代表セラレサル聯盟各国ハ、特ニ其ノ利益ニ影響スル事項ノ審議中、聯盟理事会会議ニ理事会員トシテ列席スル代表者一名ノ派遣ヲ招請セラルヘシ。
六 聯盟理事会ニ代表セラルル聯盟各国ハ、聯盟理事会会議ニ於テ一箇ノ表決権ヲ有スヘク、且一名ノ代表者ヲ出スコトヲ得。
第五条〔総会と理事会の議事〕
一 本規約中又ハ本条約ノ条項中別段ノ明文アル場合ヲ除クノ外、聯盟総会又ハ聯盟理事会ノ会議ノ議決ハ、其ノ会議ニ代表セラルル聯盟国全部ノ同意ヲ要ス。
二 聯盟総会又ハ聯盟理事会ノ会議ニ於ケル手続ニ関スル一切ノ事項ハ、特殊事項調査委員ノ任命ト共ニ、聯盟総会又ハ聯盟理事会之ヲ定ム。此ノ場合ニ於テハ、其ノ会議ニ代表セラルル聯盟国ノ過半数ニ依リテ、之ヲ決定スルコトヲ得。
三 聯聯盟総会ノ第一回会議及聯盟理事会ノ第一回会議ハ、アメリカ合衆国大統領之ヲ招集スヘシ。
第六条〔連盟事務局〕
一 常設聯盟事務局ハ、聯盟本部所在地ニ之ヲ設置ス。聯盟事務局ニハ、事務総長一名並必要ナル事務官及属員ヲ置ク。
二 第一次ノ事務総長ハ、附属書ニ之ヲ指定シ、爾後ノ事務総長ハ、聯盟総会過半数ノ同意ヲ以テ聯盟理事会之ヲ任命ス。
三 聯盟事務局ノ事務官及属員ハ、聯盟理事会ノ同意ヲ以テ、事務総長之ヲ任命ス。
四 事務総長ハ、聯盟総会及聯盟理事会ノ一切ノ会議ニ於テ、其ノ資格ニテ行動ス。
五 聯盟ノ経費ハ、聯盟総会ノ決定スル割合ニ従ヒ、聯盟国之ヲ負担ス。
第七条〔連盟本部、特権及び免除〕
一 聯盟本部所在地ハ、「ジュネーヴ」トス。
二 聯盟理事会ハ、何時タリトモ、其ノ議決ニ依リ、他ノ地ヲ以テ聯盟本部所在地ト為スコトヲ得。
三 聯盟ニ関シ又ハ之ニ附帯スル一切ノ地位ハ、聯盟事務局ノ地位ト共ニ、男女均シク之ニ就クコトヲ得。
四 聯盟国代表者及聯盟職員ハ、聯盟ノ事務ニ従事スル間、外交官ノ特権及免除ヲ享有ス。
五 聯盟、聯盟職員又ハ聯盟会議参列代表者ノ使用スル建物其ノ他ノ財産ハ、之ヲ不可侵トス。
第八条〔軍備縮少〕
一 聯盟国ハ、平和維持ノ為ニハ其ノ軍備ヲ国ノ安全及国際義務ヲ協同動作ヲ以テスル強制ニ支障ナキ最低限度迄縮少スルノ必要アルコトヲ承認ス。
二 聯盟理事会ハ、各国政府ノ審議及決定ニ資スル為、各国ノ地理的地位及諸般ノ事情ヲ参酌シテ、軍備縮少ニ関スル案ヲ作成スヘシ。
三 該案ハ、少クトモ一〇年毎ニ再審議ニ付セラルヘク、且更正セラルヘキモノトス。
四 各国政府前記ノ案ヲ採用シタルトキハ、聯盟理事会ノ同意アルニ非サレハ、該案所定ノ軍備ノ限度ヲ超ユルコトヲ得ス。
五 聯盟国ハ、民業ニ依ル兵器弾薬及軍用器材ノ製造カ重大ナル非議ヲ免レサルモノナルコトヲ認ム。仍テ聯盟理事会ハ、該製造ニ伴フ弊害ヲ防遏シ得ヘキ方法ヲ具申スヘシ。尤モ聯盟国中其ノ安全ニ必要ナル兵器弾薬及軍用器材ヲ製造シ得サルモノノ需要ニ関シテハ、相当斟酌スヘキモノトス
六 聯盟国ハ、其ノ軍備ノ規模、陸海及空軍ノ企画並軍事上ノ目的ニ供用シ得ヘキ工業ノ状況ニ関シ充分ニシテ隔意ナキ報道ヲ交換スヘキコトヲ約ス。
第九条〔常設軍事委員会〕
第一条及第八条ノ規定ノ実行並陸海及空軍問題全般ニ関シテハ、聯盟理事会ニ意見ヲ具申スヘキ常設委員会ヲ設置スヘシ。
第一〇条〔領土保全と政治的独立〕
聯盟国ハ、聯盟各国ノ領土保全及現在ノ政治的独立ヲ尊重シ、且外部ノ侵略ニ対シ之ヲ擁護スルコトヲ約ス。右侵略ノ場合又ハ其ノ脅威若ハ危険アル場合ニ於テハ、聯盟理事会ハ、本条ノ義務ヲ履行スヘキ手段ヲ具申スヘシ。
第一一条〔戦争の脅威〕
一 戦争又ハ戦争ノ脅威ハ、聯盟国ノ何レカニ直接ノ影響アルト、否トヲ問ハス、総テ聯盟全体ノ利害関係事項タルコトヲ茲ニ声明ス。仍テ聯盟ハ、国際ノ平和ヲ擁護スル為適当且有効ト認ムル措置ヲ執ルヘキモノトス。此ノ種ノ事変発生シタルトキハ、事務総長ハ、何レカノ聯盟国ノ請求ニ基キ直ニ聯盟理事会ノ会議ヲ招集スヘシ。
二 国際関係ニ影響スル一切ノ事態ニシテ国際ノ平和又ハ其ノ基礎タル各国間ノ良好ナル了解ヲ攪乱セムトスル虞アルモノニ付、聯盟総会又ハ聯盟理事会ノ注意ヲ喚起スルハ、聯盟各国ノ友誼的権利ナルコトヲ併セテ茲ニ声明ス。
第一二条〔紛争の平和的解決〕
一 聯盟国ハ、聯盟国間ニ国交断絶ニ至ルノ虞アル紛争発生スルトキハ、当該事件ヲ仲裁裁判若ハ司法的解決又ハ聯盟理事会ノ審査ニ付スヘク、且仲裁裁判官ノ判決若ハ司法裁判ノ判決後又ハ聯盟理事会ノ報告後三月ヲ経過スル迄、如何ナル場合ニ於テモ、戦争ニ訴ヘサルコトヲ約ス。
二 本条ニ依ル一切ノ場合ニ於テ、仲裁裁判官ノ判決又ハ司法裁判ノ判決ハ、相当期間内ニ、聯盟理事会ノ報告ハ、紛争事件付託後六月以内ニ之ヲ為スヘシ。
第一三条〔裁判〕
一 聯盟国ハ、聯盟国間ニ仲裁裁判又ハ司法的解決ニ付シ得ト認ムル紛争ヲ生シ、其ノ紛争カ外交手段ニ依リテ満足ナル解決ヲ得ルコト能ハサルトキハ、当該事件全部ヲ仲裁裁判又ハ司法的解
決ニ付スヘキコトヲ約ス。
二 条約ノ解釈、国際法上ノ問題、国際義務ノ違反ト為ルヘキ事実ノ存否並該違反ニ対スル賠償ノ範囲及性質ニ関スル紛争ハ、一般ニ仲裁裁判又ハ司法的解決ニ付シ得ル事項ニ属スルモノナルコトヲ声明ス。
三 審理ノ為紛争事件ヲ付託スヘキ裁判所ハ、第一四条ノ規定ニ依リ設立セラレタル常設国際司法裁判所又ハ当事国ノ合意ヲ以テ定メ若ハ当事国間ニ現存スル条約ノ規定ノ定ムル裁判所タルヘシ。
四 聯盟国ハ、一切ノ判決ヲ誠実ニ履行スヘク、旦判決ニ服スル聯盟国ニ対シテハ戦争ニ訴ヘサルコトヲ約ス。判決ヲ履行セサルモノアルトキハ、聯盟理事会ハ、其ノ履行ヲ期スル為必要ナル処置ヲ提議スヘシ。
第一四条〔常設国際司法裁判所〕
聯盟理事会ハ、常設国際司法裁判所設置案ヲ作成シ、之ヲ聯盟国ノ採択ニ付スヘシ。該裁判所ハ、国際的性質ヲ有スル一切ノ紛争ニシテ其ノ当事国ノ付託ニ係ルモノヲ裁判スルノ権限ヲ有ス。尚該裁判所ハ、聯盟理事会又ハ聯盟総会ノ諮問スル一切ノ紛争又ハ問題ニ関シ意見ヲ提出スルコトヲ得。
第一五条〔紛争解決手続〕
一 聯盟国間ニ国交断絶ニ至ルノ虞アル紛争発生シ、第一三条ニ依ル仲裁裁判又ハ司法的解決ニ付セラレサルトキハ、聯盟国ハ、当該事件ヲ聯盟理事会ニ付託スヘキコトヲ約ス。何レノ紛争当事国モ、紛争ノ存在ヲ事務総長ニ通告シ以テ前記ノ付託ヲ為スコトヲ得。事務総長ハ、之カ充分ナル取調及審理ニ必要ナル一切ノ準備ヲ為スモノトス。
二 此ノ目的ノ為、紛争当事国ハ、成ルヘク速ニ当該事件ニ関スル陳述書ヲ一切ノ関係事実及書類卜共ニ事務総長ニ提出スヘク、聯盟理事会ハ、直ニ其ノ公表ヲ命スルコトヲ得。
三 聯盟理事会ハ、紛争ノ解決ニ力ムヘク、其ノ努力効ヲ奏シタルトキハ、其ノ適当ト認ムル所ニ依リ、当該紛争ニ関スル事実及説明並其ノ解決条件ヲ記載セル調書ヲ公表スヘシ。
四 紛争解決ニ至ラサルトキハ、聯盟理事会ハ、全会一致又ハ過半数ノ表決ニ基キ当該紛争ノ事実ヲ述へ、公正旦適当ト認ムル勧告ヲ載セタル報告書ヲ作成シ之ヲ公表スヘシ。
五 聯盟理事会ニ代表セラルル聯盟国ハ、何レモ当該紛争ノ事実及之ニ関スル自国ノ決定ニ付陳述書ヲ公表スルコトヲ得。
六 聯盟理事会ノ報告書カ紛争当事国ノ代表者ヲ除キ他ノ聯盟理事会員全部ノ同意ヲ得タルモノナルトキハ、聯盟国ハ、該報告書ノ勧告ニ応スル紛争当事国ニ対シ戦争ニ訴ヘサルヘキコトヲ約ス。
七 聯盟理事会ニ於テ、紛争当事国ノ代表者ヲ除キ、他ノ聯盟理事会員全部ノ同意アル報告書ヲ得ルニ至ラサルトキハ、聯盟国ハ、正義公道ヲ維持スル為必要ト認ムル処置ヲ執ルノ権利ヲ留保ス。
八 紛争当事事国ノ一国ニ於テ、紛争カ国際法上専ラ該当事国ノ管轄ニ属スル事項ニ付生シタルモノナルコトヲ主張シ、聯盟理事会之ヲ是認シタルトキハ、聯盟理事会ハ、其ノ旨ヲ報告シ、且之カ解決ニ関シ何等ノ勧告ヲモ為ササルモノトス。
九 聯盟理事会ハ、本条ニ依ル一切ノ場合ニ於テ紛争ヲ聯盟総会ニ移スコトヲ得。紛争当事国一方ノ請求アリタルトキハ、亦之ヲ聯盟総会ニ移スヘシ。但シ右請求ハ、紛争ヲ聯盟理事会ニ付託シタル後一四日以内ニ之ヲ為スコトヲ要ス。
一〇 聯盟理事会ノ行動及権限ニ関スル本条及第一二条ノ規定ハ、聯盟総会ニ移シタル事件ニ関シ、総テ之ヲ聯盟総会ノ行動及権能ニ適用ス。但シ紛争当事国ノ代表者ヲ除キ聯盟理事会ニ代表セラルル聯盟各国代表者及爾余過半数聯盟国ノ代表者ノ同意ヲ得タル聯盟総会ノ報告書ハ、紛争当事国ノ代表者ヲ除キ他ノ聯盟理事会員全部ノ同意ヲ得タル聯盟理事会ノ報告書ト同一ノ効力ヲ有スヘキモノトス。
第一六条〔制裁〕
一 第一二条、第一三条又ハ第一五条ニ依ル約束ヲ無視シテ戦争ニ訴ヘタル聯盟国ハ、当然他ノ総テノ聯盟国ニ対シ戦争行為ヲ為シタルモノト看倣ス。他ノ総テノ聯盟国ハ、之ニ対シ直ニ一切ノ通商卜又ハ金融上ノ関係ヲ断絶シ、自国民ト違約国国民トノ一切ノ交通ヲ禁止シ、且聯盟国タルト否トヲ問ハス他ノ総テノ国ノ国民ト違約国国民トノ間ノ一切ノ金融上、通商上又ハ個人的交通ヲ防遇スヘキコトヲ約ス。
二 聯盟理事会ハ、前項ノ場合ニ於テ聯盟ノ約束擁護ノ為使用スヘキ兵力ニ対スル聯盟各国ノ陸海又ハ空軍ノ分担程度ヲ関係各国政府ニ提案スルノ義務アルモノトス。
三 聯盟国ハ、本条ニ依リ金融上及経済上ノ措置ヲ執リタル場合ニ於テ之ニ基ク損失及不便ヲ最小限度ニ止ムル為相互ニ支持スヘキコト、聯盟ノ一国ニ対スル違約国ノ特殊ノ措置ヲ抗拒スル為相互ニ支持スヘキコト、並聯盟ノ約束擁護ノ為協力スル聯盟国軍隊ノ版図内通過ニ付必要ナル処置ヲ執ルヘキコトヲ約ス。
四 聯盟ノ約束ニ違反シタル聯盟国ニ付テハ、聯盟理事会ニ代表セラルル他ノ一切ノ聯盟国代表者ノ聯盟理事会ニ於ケル一致ノ表決ヲ以テ、聯盟ヨリ之ヲ除名スル旨ヲ声明スルコトヲ得。
第一七条〔非連盟国の関係する紛争〕
一 聯盟国ト非聯盟国トノ間又ハ非聯盟国相互ノ間ニ紛争ヲ生シタルトキハ、此ノ種紛争解決ノ為聯盟国ノ負フヘキ義務ヲ該非聯盟国カ聯盟理事会ノ正当ト認ムル条件ヲ以テ受諾スルコトヲ之ニ勧誘スヘシ。勧誘ノ受諾アリタル場合ニ於テハ、第一二条乃至第一六条ノ規定ハ、聯盟理事会ニ於テ必要ト認ムル修止ヲ加ヘテ、之ヲ適用ス。
二 前項ノ勧誘ヲ為シタルトキハ、聯盟理事会ハ、直ニ紛争事情ノ審査ヲ開始シ、当該事情ノ下ニ於テ最善且最有効ト認ムル行動ヲ勧告スヘシ。
三 勧誘ヲ受ケタル国カ此ノ種紛争解決ノ為聯盟国ノ負フヘキ義務ノ受諾ヲ拒ミ、聯盟国ニ対シ戦争ニ訴フル場合ニ於テハ、第一六条ノ規定ハ、該行動ヲ執ル国ニ之ヲ適用ス。
四 勧誘ヲ受ケタル紛争当事国ノ双方カ此ノ種紛争解決ノ為聯盟国ノ負フヘキ義務ノ受諾ヲ拒ム場合ニ於テハ、聯盟理事会ハ、敵対行為ヲ防止シ紛争ヲ解決スヘキ措置及勧告ヲ為スコトヲ得。
第一八条〔条約の登録〕
聯盟国カ将来締結スヘキ一切ノ条約又ハ国際約定ハ、直ニ之ヲ聯盟事務局ニ登録シ、聯盟事務局ハ成ルヘク速ニ之ヲ公表スヘシ。右条約又ハ国際約定ハ、前記ノ登録ヲ了スル迄、其ノ拘束力ヲ生スルコトナカルヘシ。
第一九条〔平和的調整〕
聯盟総会ハ、適用不能ト為リタル条約ノ再審議又ハ継続ノ結果世界ノ平和ヲ危殆ナラシムヘキ国際状態ノ審議ヲ随時聯盟国ニ慫慂スルコトヲ得。
第二〇条〔規約と両立しない国際約定〕
一 聯盟国ハ、本規約ノ条項卜両立セサル聯盟国相互間ノ義務又ハ了解カ各自国ノ関スル限リ総テ本規約ニ依リ廃棄セラルヘキモノナルコトヲ承認シ、且今後本規約ノ条項ト両立セサル一切ノ約定ヲ締結セサルヘキコトヲ誓約ス。
二 聯盟国ト為ル以前本規約ノ条項ト両立セサル義務ヲ負担シタル聯盟国ハ、直ニ該義務ノ解除ヲ得ルノ処置ヲ執ルコトヲ要ス。
第二一条〔平和に関する約定〕
本規約ハ、仲裁裁判条約ノ如キ国際約定又ハ「モンロー」主義ノ如キ一定ノ地域ニ関スル了解ニシテ平和ノ確保ヲ目的トスルモノノ効力ニ何等ノ影響ナキモノトス。
第ニニ条〔委任統治〕
一 今次ノ戦争ノ結果従前支配シタル国ノ統治ヲ離レタル殖民地及領土ニシテ近代世界ノ激甚ナル生存競争状態ノ下ニ未タ自立シ得サル人民ノ居住スルモノニ対シテハ、該人民ノ福祉及発達ヲ計ルハ、文明ノ神聖ナル使命ナルコト、及其ノ使命遂行ノ保障ハ本規約中ニ之ヲ包容スルコトノ主義ヲ適用ス。
二 此ノ主義ヲ実現スル最善ノ方法ハ、該人民ニ対スル後見ノ任務ヲ先進国ニシテ資源、経験又ハ地理的位置ニ因リ最此ノ責任ヲ引受クルニ適シ且之ヲ受諾スルモノニ委任シ、之ヲシテ聯盟ニ代リ受任国トシテ右後見ノ任務ヲ行ハシムルニ在リ。
三 委任ノ性質ニ付テハ、人民発達ノ程度、領土ノ地理的地位、経済状態其ノ他類似ノ事情ニ従ヒ差異ヲ設クルコトヲ要ス。
四 従前トルコ帝国ニ属シタル或部族ハ、独立国トシテ仮承認ヲ受ケ得ル発達ノ程度ニ達シタリ。尤モ其ノ自立シ得ル時期ニ至ル迄、施政上受任国ノ助言及援助ヲ受クヘキモノトス。前記受任国ノ選定ニ付テハ、主トシテ当該部族ノ希望ヲ考慮スルコトヲ要ス。
五 他ノ人民殊ニ中央アフリカノ人民ハ、受任国ニ於テ其ノ地域ノ施政ノ責ニ任スヘキ程度ニ在リ。尤モ受任国ハ、公ノ秩序及善良ノ風俗ニ反セサル限リ良心及信教ノ自由ヲ許与シ、奴隷ノ売買又ハ武器若ハ
火酒類ノ取引ノ如キ弊習ヲ禁止シ、並築城又ハ陸海軍根拠地ノ建設及警察又ハ地域防衛以外ノ為ニスル土民ノ軍事教育ヲ禁遏スヘキコトヲ保障シ、且他ノ聯盟国ノ通商貿易ニ対シ均等ノ機会ヲ確保スルコトヲ要ス。
六 西南アフリカ及或南太平洋諸島ノ如キ地域ハ、人口ノ稀薄、面積ノ狭小、文明ノ中心ヨリ遠キコト又ハ受任国領土ト隣接セルコト其ノ他ノ事情ニ因リ受任国領土ノ構成部分トシテ其ノ国法ノ下ニ施政ヲ行フヲ以テ最善トス。但シ受任国ハ、土著人民ノ利益ノ為前記ノ保障ヲ与フルコトヲ要ス。
七 各委任ノ場合ニ於テ、受任国ハ、其ノ委託地域ニ関スル年報ヲ聯盟理事会ニ提出スヘシ。
八 受任国ノ行フ権限、監理又ハ施政ノ程度ニ関シ、予メ聯盟国間ニ合意ナキトキハ、聯盟理事会ハ、各場合ニ付之ヲ明定スヘシ。
九 受任国ノ年報ヲ受理審査セシメ、且委任ノ実行ニ関スル一切ノ事項ニ付聯盟理事会ニ意見ヲ具申セシムル為、常設委員会ヲ設置スヘシ。
第二三条〔人道的、社会的、経済的国際協力〕
聯盟国ハ、現行又ハ将来協定セラルヘキ国際条約ノ規定ニ遵由シ、
(イ)自国内ニ於テ及其ノ通商産業関係ノ及フ一切ノ国ニ於テ、男女及児童ノ為ニ、公平ニシテ人道的ナル労働条件ヲ確保スルニカメ、且之カ為必要ナル国際機関ヲ設立維持スヘシ。
(ロ)自国ノ監理ニ属スル地域内ノ土着住民ニ対シ、公正ナル待遇ヲ確保スルコトヲ約ス。
(ハ)婦人及児童ノ売買並阿片其ノ他ノ有害薬物ノ取引ニ関スル取極ノ実行ニ付、一般監視ヲ聯盟ニ委託スヘシ。
(ニ)武器及弾薬ノ取引ヲ共通ノ利益上取締ルノ必要アル諸国トノ間ニ於ケル該取引ノ一般監視ヲ聯盟ニ委託スヘシ。
(ホ)交通及通過ノ自由並一切ノ聯担国ノ通商ニ対スル衡平ナル待遇ヲ確保スル為方法ヲ講スヘシ。右ニ関シテハ、一九一四年乃至一九一八年ノ戦役中荒廃ニ帰シタル地方ノ特殊ノ事情ヲ考慮スヘシ。
(へ)疾病ノ予防及撲減ノ為、国際利害関係事項ニ付措置ヲ執ルニ力ムヘシ。
第二四条〔国際事務局〕
一 一般条約ニ依ル既設ノ国際事務局ハ、当該条約当事国ノ承諾アルニ於テハ、総テ之ヲ聯盟ノ指揮下ニ属セシムヘシ。国際利害関係事項処理ノ為今後設ケラルヘキ国際事務局及委員会ハ、総テ之ヲ聯盟ノ指揮下ニ属セシムヘキモノトス。
二 一般条約ニ依リ規定セラレタル国際利害関係事項ニシテ国際事務局又ハ委員会ノ管理ニ属セサルモノニ関シテハ、聯盟事務局ハ、当事国ノ請求ニ基キ聯盟理事会ノ同意ヲ得テ其ノ一切ノ関係情報ヲ蒐集頒布シ、其ノ他必要又ハ望マシキ一切ノ援助ヲ与フヘシ。
三 聯盟理事会ハ、聯盟ノ指揮下ニ属セシメタル事務局又ハ委員会ノ経費ヲ聯盟事務局ノ経費中ニ編入スルコトヲ得。
第二五条〔赤十字篤志機関〕
聯盟国ハ、全世界ニ亘リ健康ノ増進、疾病ノ予防及苦痛ノ軽減ヲ目的トスル公認ノ国民赤十字篤志機関ノ設立及協力ヲ奨励促進スルコトヲ約ス。
第二六条〔改正〕
一 本規約ノ改正ハ、聯盟理事会ヲ構成スル代表者ヲ出ス聯盟各国及聯盟総会ヲ構成スル代表者ヲ出ス過半数聯盟国之ヲ批准シタルトキ、其ノ効力ヲ生スルモノトス。
二 右改正ハ、之ニ不同意ヲ表シタル聯幅国ヲ拘束スルコトナシ。但シ此ノ場合ニ於テ当該国ハ聯盟国タラサルニ至ルヘシ。
